EMERGENCY ACTION
Update: June 8, 2007. We defeated amnesty in the Senate! (Rollcall vote)This was a grassroots victory and your efforts to call your Senators paid off.

However, KEEP UP THE PRESSURE and keep contacting Congress.  Never underestimate White House and Congressional tricks to pass legislation they know Americans strongly oppose--Congress could be called into a special session by the President after the election to pass an amnesty bill, or a "compromise" could be reached at any time which allows partial amnesty and partial border security.  Congressmen facing election pressures can fall victim to White House threats to withhold campaign funds unless they vote for amnesty, for example, so at any time, the House could still vote to approve an amnesty bill.

Call (202-224-3121), visit, write, fax or E-Mail your Congressman and urge him to: Refuse to allow ANY parts of the dangerous Senate Bill to be part of a final bill.  The bill must be killed entirely if even one piece of the Senate bill is agreed to by the House.  The existing House bill, H.R. 4437, must be preserved and enacted.

MEXICAN PRESIDENT APPLAUDS ELIMINATION OF ANTI-AMNESTY PRESIDENTIAL CANDIDATES

“Eying the results so far in the U.S. presidential primary race, Mexican President Felipe Calderon said he is hopeful that the next administration in Washington will usher in reforms that would legalize the status of Mexican immigrants.

“ ‘It seems to me that the most radical and anti-immigrant candidates have been left behind and have been put in their place by their own electorate,’ Calderon told the Los Angeles Times on Wednesday, the day after the Super Tuesday primaries. …”

CALDERON FAVORS INTEGRATION OF U.S. AND MEXICAN ECONOMIES

“Calderon said one goal of his U.S. trip would be to generate support for immigration reform that would permit millions of Mexican to work in the U.S.

He also told the Times that Americans would ‘sooner or later’ come to understand that the health of the American economy is linked to integration with Mexico and ‘greater freedom in labor markets.’ ”  Source:  www.NewsMax.com, 2/7/08

BUCHANAN EFFECTIVELY BLASTED BUSH AMNESTY

PAT BUCHANAN:  [The bill would add] “a new Mexico, 100 million people every 18 (years)...  … – by three to one the number of illegals from nations not Mexico, outside of Mexico, the number coming into the country has tripled since 2003. …”

500,000 CRIMINAL ILLEGALS OUTNUMBER U.S. MILITARY

“Look, if you’ve got 12 million people here illegally and you make them legal in 24 hours, and you got millions of businesses who’d have hired them, and they get amnesty and no prosecution and punishment, that’s amnesty….  The president of the United States, quite frankly, does not have great credibility on this issue because he has failed to enforce the borders of the United States.  The Constitution of the United States obligates the president to defend the states from an invasion.  The president himself says in his first five years, six million people tried to break into this country.  One in 12 – 500,000 – had criminal records.  Five hundred thousand criminals trying to break into our country … is equal to the entire Army of the United States of America, which is 500,000 people. …”

12 MILLION ILLEGALS OUTNUMBER ALL THE LEGALS FROM JAMESTOWN TO JFK

“12 million is the low number of illegal aliens in the United States….  That is a figure equal to all the Irish, all the English and all the Jewish folks who ever came to the United States from Jamestown to JFK.  We stop, each month, 150,000 people on the border.  That is an equivalent of all the troops we’ve got in Iraq. …”

600,000 CRIMINAL FELONS ORDERED DEPORTED ARE STILL HERE

“You begin by enforcing the border, prosecuting businesses hiring illegals.  And you go after, in deportation, the 600,000 who’ve been ordered deported who are now criminal felons who have stayed in this country.  Many of them are child molesters, they’re drunk drivers, they’re rapists, they’re robbers.  They’ve got a variety of crimes, but they commit a felony by being here.  Start with them, go to the gang members who don’t belong in the country, continue with them.  Go after the folks who [are] getting out of prison.  These are the ones [Secretary of Homeland Security Michael] Chertoff should be after.”

TO STOP ILLEGAL IMMIGRATION, CORRUPT CORPORATIONS MUST BE PROSECUTED AND GREAT SOCIETY BENEFITS MUST BE ELIMINATED

“Meanwhile, you get rid of the magnets that draw them here.  There are two main magnets.  One is corporations that are corrupt and hire illegal aliens and don’t hire American workers.  And the second is social welfare benefits, which are very generous in this country, and people come for them.  Get rid of the magnets, secure the border, enforce the law, and you don’t need this bill. …”

“ANCHOR BABIES” UNDERCUT TRUE CITIZENSHIP

“I think something like two-thirds of the babies in Los Angeles born, women come into the country, cross the border, they have a baby, the baby’s an anchor baby, entitled to a lifetime of social welfare benefits and citizenship.  That’s not what citizenship should mean in our country. …”

ILLEGALS TAKE AWAY JOBS FROM WORKING AMERICANS AND CUT THEIR PAY

“OK, that means 86 percent of construction workers are American citizens or people here legally whom the illegal aliens are competing with, and they say the Americans won’t do their jobs.  That’s nonsense.  Secondly, the congressman talks about working folks.  In the nonmanagerial, 80 percent of American workers, or something like 93 million, their wages and the Bush boom, so-called, have been arrested.  They are not going up.  Productivity goes up, but wages aren’t going up. It defies common sense to say you can bring in 36 to 40 million legal immigrants and 12 to 20 million illegal and not have those huge number of uneducated, unschooled folks – who many of whom don’t speak the language – not drive down the wages of working Americans. …”

“FREE” EDUCATION FOR ILLEGALS IS EXPENSIVE FOR U.S. TAXPAYERS

“[U]nder Plyler v. Doe, every single state has to give free public education to children who are here illegally.  In D.C., that costs between $12- and $16,000 per child.  Those folks are not paying $12- to $16,000 in taxes.  Secondarily, the folks – grapes were picked in America for a long, long time.  These jobs washing cars were done, mowing lawns were done. … [S]ecure the border, enforce the laws, then we can debate what to do with the folks who illegally – who are not criminals. … [T]hey will go home by attrition if you enforce the laws.  When the Italian folks came to this country late 19th, early 20th century, many of them stayed, got jobs, became citizens.  Some didn’t find what they wanted.  But because there was no welfare state, others went back home.  What I’m saying is don’t – you don’t run around, start deporting workers in this country who are nannies or mowing lawns or washing cars or things like that.  Deport the criminals, deport the gang members, deport the people who are a real problem.  The other thing can be taken care of itself by attrition.”  Source:  Meet the Press, 6/24/07

DEFEAT OF BUSH-KENNEDY-McCAIN IMMIGRATION BILL HELPS SAVE OUR AMERICAN REPUBLIC

“It’s a disaster for national security, for keeping Islamist jihadists out of the country, for exploding the costs of Social Security, Medicare and Medicaid, for preserving the rule of law, and for that quaint principle called national sovereignty.  From the details that have leaked out thus far, the legislation, which provides amnesty for nearly all of the 12 million (or maybe even 20 million) illegal aliens already here, would swell the size of the welfare state in a way we haven’t seen since Lyndon Johnson imposed his Great Society on us four decades ago.  Sen. Jeff Sessions, the Alabama Republican who is likely to lead the fight to save the nation from this disaster, and Robert Rector of the Heritage Foundation will reveal at a press conference this morning the details of just how expensive it will be.  We’re talking trillions of dollars – that’s not millions or even billions – over the next several decades. …”

BILL WOULD HAVE CUT BORDER FENCE IN HALF

“The legislation calls for erecting 370 miles of additional fencing along the U.S.-Mexican border:  To put that number in perspective, in October, the Senate passed legislation sponsored by Rep. Duncan Hunter, California Republican, calling for 854 miles of fencing.  Mr. Hunter protests that the Senate bill in effect ‘cuts my fence in half.’  (Actually it’s closer to 55 percent.)  That assumes of course, that Congress actually keeps its word and appropriates money for the fence. …”

IT WAS A TERRORIST ASSISTANCE BILL

Amnesty, document fraud and terrorism:  There is good reason to be skeptical of the notion that United States Citizenship and Immigration Services (USCIS) – the Homeland Security bureaucracy that will be charged with verifying whether tens of millions of illegals are terrorists and/or criminals, and therefore ineligible to receive amnesty – is up to the job.  Over the past four years, the ineptitude of the immigration services bureaucracy has been severely criticized by the Office of Inspector General and the Government Accountability Office and other investigators.  This, according to Michael Cutler, who spent more than 25 years as an immigration agent, would ‘provide millions of illegal aliens who have violated our nation’s borders’ with ‘official identity documents that would enable terrorists to embed themselves in communities around our country as they await instructions to launch the next terrorist attack against … our nation and the people who live in the United States.’  Mr. Cutler says the Senate bill should be named the ‘Terrorist Assistance and Facilitation Act of 2007.’

HIGHER SPENDING AND HIGHER TAXES

Staggering increases in federal, state and local spending, with attendant pressure for tax increases.  Mr. Rector of the Heritage Foundation says one major effect of the Senate amnesty bill will be to make approximately 9 million additional persons – many of them low-skilled immigrants – legal permanent residents of the United States who could lawfully benefit from a variety of social programs, including Social Security, Medicare, Medicaid, Supplemental Security Income and public housing.  Over the course of their lifetimes, these people will utilize $2.5 trillion more in government services than they will pay in taxes.  American welfare and social services were designed for poor Americans; as a result of amnesty legislation, this legislation would expand the American welfare state to include a significant portion of the population of Mexico.  Instead of going home to Mexico at the end of their working years, these elderly beneficiaries of amnesty would remain in this country ‘and collect public funds for the rest of their lives,’ Mr. Rector says.”  Source:  Editorial, The Washington Times, 5/21/07, p. A18

ILLEGAL ALIEN CRISIS CAN BE RESOLVED

“If you listen to George W. Bush and his small, fringe-like cadre of amnesty supporters, you would hear that it is virtually impossible to get more than 15 million illegal aliens out of the country. …

“It’s a simple matter of using existing law enforcement resources wisely and efficiently and providing the proper incentives for illegal aliens to leave and the proper disincentives for them to stay. …”

IDENTIFY AND PROSECUTE

“ Deputize, authorize and train state and local law enforcement people to identify and prosecute illegal aliens.  Ask any cop in this country how many illegal aliens they see in an average day.  It’s probably dozens.  There are hundreds of thousands of police officers working every day.  Do the arithmetic.  How long would it take to identify millions of people breaking the law by living and working here?”

PENALIZE LAW-BREAKING EMPLOYERS

“ Penalize employers who hire illegal aliens.  If employers have jobs Americans won’t do, then they will have to learn to pay higher wages and improve working conditions.  That’s the way the free market works.  Dry up the jobs for illegals, and they will start going home of their own free will.

“ End public services and benefits for those who cannot prove they are in the country legally.  The welfare state is a magnet for severely impoverished people living within walking distance.  No more free schools, no more food stamps, no more free medical care, no more Social Security checks, no more other giveaway programs for anyone who cannot prove they are in the country legally.”

NO DRIVER’S LICENSES

“▪ No driver’s licenses for illegal aliens.  This seems like a no-brainer – something that should not even need to be stated.  But since more than a dozen states currently provide them knowingly and willingly, obviously common sense is in short supply in some areas of the country.”

CITIZENSHIP FOR ANCHOR BABIES IS UNCONSTITUTIONAL

“▪ No more anchor babies.  Thanks to extra-constitutional court decisions, babies born in the U.S. to illegal alien parents immediately become U.S. citizens.  This was never the intent of the authors of the Constitution.  But now some legislative action is probably necessary to correct the problem created in the courts.”  Source:  Joseph Farah, WorldNetDaily.com, 6/18/07

SHHH!  MEDIA’S FAVORITE WEAPON IS THE SPIKE

“The media is lying about our illegal immigration crisis.  For example:

*  The liberal media isn’t going to report the fact that only 2 percent of illegal aliens are actually picking fruit and vegetables, but 41 percent are on welfare!

*  The liberal media isn’t going to report that 1 in 10 babies born in the U.S. are to illegal aliens.

*  The liberal media isn’t going to report that 60 percent of Housing and Urban Development funds go to illegal aliens.

*  The liberal media isn’t going to report that 13 Americans are killed each day by uninsured drunk driving illegals.”  Source:  From Grassfire.org,

EVERY ILLEGAL ALIEN HOUSEHOLD COSTS U.S. TAXPAYERS $22,449 ANNUALLY

“A new study by the Heritage Foundation’s Robert Rector found a household headed by an individual without a high school education [… about two-thirds of illegal aliens], costs U.S. taxpayers more than $32,000 in federal, state and local benefits.  That same family contributes an average of $9,000 a year in taxes, resulting in a net tax burden of $22,449 each year.”

THAT’S MORE THAN $1 MILLION PER FAMILY PER LIFETIME – – – $2.2 TRILLION TOTAL

“Over the course of the household’s lifetime that tax burden translates to $1.1 million.  If the lower figure of 12 million illegal aliens is used for estimation purposes, the total tax burden translates to $2.2 trillion.

“ ‘Would any of us buy shares in a company that we knew would produce a loss of a million dollars a share,’ asks Rep. Steve King, R-Iowa, in response to the study.  ‘Cheap labor is not cheap at the cost of over a million dollars per head of household.’ …”

A $3.9 TRILLION BURDEN DURING THE NEXT DECADE

“About half of the 17.7 million households studied are illegal aliens.  About two-thirds of illegal alien households are headed by someone without a high school degree.  Only 10 percent of native-born Americans fit into that category.

“ ‘Over the next ten years the total cost of low-skill households to the taxpayer (immediate benefits minus taxes paid) is likely to be at least $3.9 trillion,’ Rector writes.  ‘This number would go up significantly if changes in immigration policy lead to substantial increases in the number of low-skill immigrants entering the country and receiving services.’ ”  Source:  WorldNetDaily.com, 4/11/07

THERE’S NO WALL TO PROTECT AMERICA FROM BUSH’S NAFTA SUPER-HIGHWAY

“The Texas segment of the NAFTA Super Corridor is moving rapidly toward approval. When built, the Trans-Texas Corridor, or TTC, will be a major super-highway with six lanes moving in each direction, twelve lanes across in total, described in the 4,000 page draft environmental study as including separate lanes ‘for passenger vehicles and large trucks, freight railways, high-speed commuter railways, and a corridor for utilities including water lines, oil and natural gas pipelines, and transmission lines for electricity, broadband and other telecommunications services.’ …

The idea is to extend the rebuilt I-35 NAFTA super-corridor highway all the way from Laredo, Texas, to Canada, with extensions in Canada to be built out to Montreal in the east and Vancouver in the west. In Mexico, the super-corridor will connect via Mexican railroads with the port at Lazaro Cardenas.”

A BIG BOOST FOR CHICOM IMPORTS

“A core design feature is to create a hub in Kansas City. Here the ‘Lazaro Cardenas - Kansas City Transportation Corridor’ will open up a north-south route through the United States to bring in containers from the Far East. As described by Kansas City’s Smart Port website: The Lazaro Cardenas - Kansas City Corridor refers to a trade route linking Kansas City to key Asia-Pacific Markets via a ships-to-rail terminal at the port of Lazaro Cardenas in the State of Michoacan, Mexico. Thanks to an innovative series of international agreements, infrastructure improvements and new technologies, this corridor is a reality. …”

FOREIGN CHEAP LABOR PRODUCTS FOR U.S. CONSUMPTION

The NAFTA Super Corridor plan is ultimately to reduce the transportation costs of using cheap labor in China, South Korea and Indonesia to produce goods for American markets. Bypassing West Coast ports in the U.S. means bypassing U.S. union wages. Mexican port and rail transport are expected to keep the shipping costs low. Also, allowing free access to the U.S. [by] Mexican trucks means that the containers can be moved through the U.S. by Mexican nationals, again bypassing Teamster union wages and benefits typically paid U.S. truck drivers.”

PANAMA CANAL CIRCUMVENTED

“To get a feel for how transportation planners are influenced by globalist economic thinking, consider this 2005 analysis written by Leonard Krouner in the Voice of San Diego: The Los Angeles/Long Beach and Seattle/Tacoma harbors are the only two West Coast ports between Alaska and Chile that can be used by super-cargo ‘post-Panamax’ ships with a 4,000 standardized cargo container capacity. The ability to off-load, move, unload, store and distribute cargo from these ships requires expansion of California’s transportation infrastructure. Delays increasing costs for cargo movement at the Los Angeles/Long Beach port such as those extant during the 2003 longshoreman labor unrest, and the 2004 arrival of too many ships in a single time period with cargo for distribution prior to the Christmas holidays are motivating mega importers Wal-Mart and Home Depot to invest in warehouse facilities in less expensive states such as Georgia.

NORTH AMERICAN UNION OF U.S.-MEXICO-CANADA BYPASSES CONGRESS AND THE CONSTITUTION

None of this would be possible without the extensive work being done by the U.S. Department of Commerce working groups charged with implementing by new regulations the Strategic and Prosperity Partnership of North America, or SPP. The SPP agreement was reached between President Bush, President Vicente Fox and Canadian Prime Minister Paul Martin during their March 2005 summit meeting in Waco, Texas. The Bush administration plan is to create a North American Union along the model of the European Union, put in place by administrative regulations and departmental working groups under the SPP umbrella.

COMMERCE AND TRANSPORTATION DEPARTMENTS DIRECTED TO GIVE MEXICO FREEDOM FROM INSPECTION

The U.S. Department of Transportation is actively working on a Free and Secure Trade program that would create special lanes to allow trucks from Mexico to cross the U.S. border with minimal electronic inspection, reducing the U.S. border with Mexico to no more than a speed-bump for authorized Mexican trucks entering the country.

SCOTUS AIDED BUSH’S NAFTA SCHEME

“On June7, 2004, the U.S. Supreme Court in the case Department of Transportation v. Public Citizen ruled in favor of the Bush administration’s argument that the Federal Motor Carrier Safety Administration lacked the authority to exercise environmental controls to prevent Mexican trucks from openly operating in the U.S. under NAFTA. This ruling was key in the Bush administration’s determination to open U.S. borders to Mexican trucks under the trade agreement. Had the Supreme Court decided otherwise, the NAFTA Super Corridor project would have suffered a setback.”

TRILATERALISM HAS AN ADDITIONAL MEANING

I continue to argue that a ‘follow the money’ strategy must be utilized to understand why President Bush has refused to close our border with Mexico, pushing instead for ‘comprehensive immigration reform’ legislation that would allow the vast majority of illegal immigrants now in the U.S. to remain under a ‘guest worker’ or ‘pathway to citizenship’ provision. The underlying agenda of the Bush administration seems to be to create a NAFTA-plus environment in which workers, trade and capital will be allowed to flow unimpeded within the trilateral North American community consisting of the United States, Canada and Mexico.” Source: Dr. Jerome Corsi, WorldNetDaily.com, 6/1/06

Quietly but systematically, the Bush Administration is advancing the plan to build a huge NAFTA Super Highway, four football-fields-wide, through the heart of the U.S. along Interstate 35, from the Mexican border at Laredo, Tex., to the Canadian border north of Duluth, Minn.

MEXICAN GOVERNMENT IN CHARGE OF INSPECTIONS

“Once complete, the new road will allow containers from the Far East to enter the United States through the Mexican port of Lazaro Cardenas, bypassing the Longshoreman’s Union in the process. The Mexican trucks, without the involvement of the Teamsters Union, will drive on what will be the nation’s most modern highway straight into the heart of America. The Mexican trucks will cross border in FAST lanes, checked only electronically by the new “SENTRI” system. The first customs stop will be a Mexican customs office in Kansas City, their new Smart Port complex, a facility being built for Mexico at a cost of $3 million to the U.S. taxpayers in Kansas City. …”

NASCO FUNDED WITH YOUR TAXES

“NASCO, the North America SuperCorridor [sic] Coalition Inc., a ‘non-profit organization dedicated to developing the world’s first international, integrated and secure, multi-modal transportation system along the International Mid-Continent Trade and Transportation Corridor to improve both the trade competitiveness and quality of life in North America.’ Where does that sentence say anything about the USA? Still, NASCO has received $2.5 million in earmarks from the U.S. Department of Transportation to plan the NAFTA Super Highway as a 10-lane limited-access road (five lanes in each direction) plus passenger and freight rail lines running alongside pipelines laid for oil and natural gas. One glance at the map of the NAFTA Super Highway on the front page of the NASCO website will make clear that the design is to connect Mexico, Canada, and the U.S. into one transportation system.”

ENVIRONMENTAL IMPACT CONSIDERED - NOT CONSTITUTIONAL IMPACT

“The Texas Department of Transportation (TxDOT) is overseeing the Trans-Texas Corridor (TTC) as the first leg of the NAFTA Super Highway. A 4,000-page environmental impact statement has already been completed and public hearings are scheduled for five weeks, beginning next month, in July 2006. The billions involved will be provided by a foreign company, Cintra Concessions de Infraestructuras de Transporte, S.A. of Spain. As a consequence, the TTC will be privately operated, leased to the Cintra consortium to be operated as a toll-road.”

WHY IS THIS SCHEME TO END U.S. AS WE KNOW IT NOT DEBATED IN CONGRESS?

“The details of the NAFTA Super Highway are hidden in [plain] view. Still, Bush has not given speeches to bring the NAFTA Super Highway plans to the full attention of the American public. Missing in the move toward creating a North American Union is the robust public debate that preceded the decision to form the European Union. All this may be for calculated political reasons on the part of the Bush Administration.

“A good reason Bush does not want to secure the border with Mexico may be that the administration is trying to create express lanes for Mexican trucks to bring containers with cheap Far East goods into the heart of the U.S., all without the involvement of any U.S. union workers on the docks or in the trucks.” Source: Jerome Corsi, Human Events ONLINE, 6/12/06

AMNESTY BY ANOTHER NAME

"Abraham Lincoln liked to place this hypothetical before audiences: if you call a dog’s tail a leg, how many legs does a dog have. ‘Five,’ his listeners would invariably respond. No. Calling a dog’s tail a leg doesn’t make it so, Lincoln would retort. A dog has four legs. President 43 would be wise to brush up on President 16. No matter how many times President Bush says his amnesty program isn’t amnesty, it’s still amnesty. Rewarding lawbreakers with citizenship is actually worse than amnesty. Not only does it absolve the criminal of the crime, but it awards a bonus – citizenship – to the criminal that he would not have received had he obeyed the law and waited in line." Source: Dan Flynn, www.flynnfiles.com, 5/16/06

GWB HAS IGNORED BORDER PATROL LAW

"In February 2005, the president signed into law a bill that was supposed to add 10,000 new border patrol agents along America’s border with Mexico. But the president’s 2006 budget funded only 210 new agents. Budget restraints were cited for the drastic cutback. Now he asks Congress for money to hire 9,000 to 12,000 new agents. He would also deploy National Guard troops to ‘back up’ the border patrol."

BUSH PUTS "MEXICO FIRST"

"Throughout his address, the president kept referring to the immigrants and their rights and desires. What about those of us born in America, or who legally immigrated? Don’t we have a right to preserve the nation the way it was handed down to us, with our English language, our culture and our loyalty to this country?"

DOES IT MAKE SENSE TO IMPORT 193 MILLION MORE IMMIGRANTS?

"There is more to the immigration issue than the president revealed in his speech. The Senate Immigration Reform Bill, now under consideration by the Senate, runs to 614 pages. With a document that long, there is bound to be some hidden mischief. Robert Rector, senior research fellow in domestic policy studies at the Heritage Foundation, says the bill would allow up to 193 million new legal immigrants in the next 20 years. Such a staggering number comprises 60 percent of the current U.S. population. Is our economy so strong and our national identity so weak we could absorb so many immigrants in so short a time, or at any time? …"

WHY MAKE IMMIGRATION AN ENTITLEMENT FOR FOREIGNERS?

"This isn’t about ‘fairness,’ or being a ‘welcoming society.’ If anything close to the current Senate bill passes, we will be a different nation. Sen. Jeff Sessions, Alabama Republican says the Senate bill would make immigration to the United States an ‘entitlement.’ Mr. Sessions told The Washington Times, ‘The decision as to who may come will almost totally be controlled by the desire of the individuals who wish to immigrate to the United States rather than the United States government.’ …"

SWITZERLAND SHOWS WISDOM

"I prefer how the Swiss government handles immigration and citizenship to the virtual open-door policy advocated by the president and the Senate bill. The Swiss appreciate tourists and businesspeople, but if one wishes to become a Swiss citizen, the government makes it difficult. The Swiss want to preserve their culture. There is no ‘right’ to be a Swiss citizen. Being born in Switzerland doesn’t automatically make one Swiss. The government regulates the right of citizenship through descent.

"People who wish to be naturalized in Switzerland must live at least 21 years in the country; submit to complete integration into Swiss life, which includes familiarity with Swiss habits, customs and traditions; comply with the Swiss rule of law; and demonstrate they are no danger to Switzerland’s internal or external security. Local towns may add other requirements." Source: Cal Thomas, The Washington Times, 5/21/06, p. B1

REAGAN WAS WRONG – BUT HE TOLD THE TRUTH

"Perhaps I can shed some light. Two decades ago, while serving as attorney general under President Ronald Reagan, I was in the thick of things as Congress debated the Immigration Reform and Control Act of 1986. The situation today bears uncanny similarities to what we went through then.

"In the mid-80’s, many members of Congress – pushed by the Democratic majority in the House and the Select Commission on Immigration and Refugee Policy – advocated amnesty for long-settled illegal immigrants. President Reagan considered it reasonable to adjust the status of what was then a relatively small population, and I supported his decision.

"In exchange for allowing aliens to stay, he decided, border security and enforcement of immigration laws would be greatly strengthened – in particular, through sanctions against employers who hired illegal immigrants. If jobs were the attraction for illegal immigrants, then cutting off that option was crucial.

"Beyond this, most illegal immigrants who could establish that they had resided in America continuously for five years would be granted temporary resident status, which could be upgraded to permanent residency after 18 months and, after another five years, to citizenship."

SIMPSON-MAZZOLI COMMITMENTS WERE NOT KEPT

"Note that this path to citizenship was not automatic. Indeed, the legislation stipulated several conditions: immigrants had to pay application fees, learn to speak English, understand American civics, pass a medical exam and register for military selective service. Those with convictions for a felony or three misdemeanors were ineligible. Sound familiar? These are pretty much the same provisions included in the new Senate proposal and cited by its supporters as proof that they have eschewed amnesty in favor of earned citizenship.

"The difference is that President Reagan called this what it was: amnesty. Indeed, look up the term ‘amnesty’ in Black’s Law Dictionary, and you’ll find it says, ‘the 1986 Immigration Reform and Control Act provided amnesty for undocumented aliens already in the country.’ "

KENNEDY-McCAIN BILL REPEATS FLAWS OF 1986 SCHEME

"Like the amnesty bill of 1986, the current Senate proposal would place those who have resided illegally in the United States on a path to citizenship, provided they meet a similar set of conditions and pay a fine and back taxes. The illegal immigrant does not go to the back of the line but gets immediate legalized status, while law-abiding applicants wait in their home countries for years to even get here. And that’s the line that counts. In the end, slight differences in process do not change the overriding fact that the 1986 act law and today’s bill are both amnesties."

THEY SHOULD GO HOME AND GET IN LINE

"There is a practical problem as well: the 1986 act did not solve our illegal immigration problem. From the start, there was widespread document fraud by applicants. Unsurprisingly, the number of people applying for amnesty far exceeded projections. And there proved to be a failure of political will in enforcing new laws against employers.

"After a six-month slowdown that followed passage of the legislation, illegal immigration returned to normal levels and continued unabated. Ultimately, some 2.7 million people were granted amnesty, and many who were not stayed anyway, forming the nucleus of today’s unauthorized population. …

"The fair and sound policy is to give those who are here illegally the opportunity to correct their status by returning to their country of origin and getting in line with everyone else. This, along with serious enforcement and control of the illegal inflow at the border – a combination of incentives and disincentives – will significantly reduce over time our population of illegal immigrants." BROWNBACK AND McCAIN BACK SOCIAL SECURITY BENEFITS FOR ILLEGAL ALIENS

In rejecting an amendment by Senator John Ensign (R-Nev.), the U.S. Senate voted "to allow illegal aliens to collect Social Security benefits based on past illegal employment – even if the job was obtained through forged or stolen documents.

" ‘There was a felony they were committing, and now they can’t be prosecuted. That sounds like amnesty to me,’ said Sen. John Ensign, the Nevada Republican who offered the amendment yesterday to strip out those provisions of the immigration reform bill. ‘It just boggles the mind how people could be against this amendment.’ The Ensign amendment was defeated on a 50-49 vote." GOP Senators who voted (H. Roll Call 130, 5/18/06) to allow Social Security benefits for illegal aliens were: Brownback (KS), Chafee (R.I.), DeWine (Ohio), Graham (S.C.), Hagel (Neb.), Lugar (Ind.), Martinez (Fla.), McCain (Ariz.), Specter (Penn.), Stevens (Alaska), and Voinovich (Ohio).

WITH BILINGUAL BALLOTS, ENGLISH IS NOT THE OFFICIAL LANGUAGE

" ‘Of course not.’ That was Attorney General Alberto Gonzales’s answer Sunday on ABC’s ‘This Week’ when asked whether he would favor prohibiting bilingual ballots.

" ‘Of course not?’ Did he mean, ‘This is not something about which decent people differ’? …

"The federal government’s chief law enforcement official may need a refresher course on federal law pertaining to legal immigrants. …"

WHY DO BUSH AND GONZALES RETREAT FROM PRO-ASSIMILATION LANGUAGE POLICY?

"Congress passed, and President Theodore Roosevelt signed, legislation requiring people seeking to become naturalized citizens to demonstrate oral English fluency. In 1950 the requirement was strengthened to require people to ‘demonstrate an understanding of the English language, including an ability to read, write, and speak words in ordinary usage in the English language.’

"Hence, if someone needs a ballot written in a language other than English, that need proves the person obtained citizenship only because the law was not enforced when he or she sought citizenship. So one reason for ending ballots in languages other than English is that continuing them makes a mockery of the rule of law, including even the prospective McCain-Kennedy law that pro-immigration groups favor.

"It contains several requirements that those aspiring to citizenship demonstrate ‘a knowledge of the English language’ or ‘English fluency’ in order ‘to promote the patriotic integration of prospective citizens into the American way of life’ and into ‘American common values and traditions.’ How can legislators support language such as that and ballots in multiple languages?"

SECTION 203 MUST BE DROPPED

"Fifty-six House Republicans have sent a letter, instigated by Rep. Steve King of Iowa, asking that Section 203 of the Voting Rights Act be allowed to expire. When the measure was enacted in 1965, it said nothing about bilingual ballots. Section 203, requiring bilingual ballots in jurisdictions with certain demographic characteristics, was added in the 1975 extension of the act. …"

VOTING RIGHTS ACT IS FUNDAMENTALLY FLAWED

"But what public good is advanced by encouraging the participation of people who, by saying they require bilingual assistance, are saying they cannot understand the nation’s political conversation? By receiving such assistance they are receiving a disincentive to become proficient in English. …

"Declaring English the national language is a mere gesture. But by ending bilingual ballots, American law would perform its expressive function of buttressing, by codifying and vivifying, certain national assumptions and aspirations. Among those is this: The idea of citizenship becomes absurd when sundered from the ability to understand the nation’s civic conversation."

AMERICA IS UNITED BY CREED, NOT ETHNICITY

"What makes Americans generally welcoming of immigrants, and what makes immigrants generally assimilable, is that this is a creedal nation, one dedicated to certain propositions, not one whose origins and identity are bound up with ethnicity. But if you are to be welcomed to the enjoyment of American liberty, then America has a few expectations of you. One is that you can read the nation’s founding documents and laws and can comprehend the political discourse that precedes the casting of ballots." AMEN! McCAIN KENNEDY – 614 DANGEROUS PAGES

"We tried to monitor it and study it and actually read this 614-page bill, and I have a responsibility and I am going to fulfill my responsibility. …"

$29 BILLION FOR MISNAMED "EARNED INCOME" TAX CREDIT

"The Congressional Budget Office has concluded that the earned-income tax credit will pay out to those who came into our country illegally $29 billion over 10 years. … The average recipient of it receives $1,700. Lower-income people get a larger amount. … They will be the ones who will particularly qualify for this. …"

$50-60 BILLION ADDED ANNUAL WELFARE BURDEN FROM AMNESTY WOULD BE IMPOSED ON CITIZEN TAXPAYERS ($500 BILLION TOTAL)

"[Robert Rector of the Heritage Foundation says] this bill represents the greatest increase in welfare in 35 years. With the provisions and benefits that will be in it, he estimates that year 10 through year 20, the cost could be $50 to $60 billion a year to the taxpayers because it takes some time for the people who are adjusting and becoming citizens and/or legal permanent residents to really begin to make the claims. …

"[H]e is not exaggerating the numbers, because that is based solely on the amnesty provisions, not the provisions that will allow 3 times to 4 times as many people to come into the country legally in the next 20 years as come in today, and many of them will go on welfare because that whole system is not based on identifying people with skills and educational levels that would indicate they would be more than low-wage workers — so it could really be more than that. But $50 billion a year over 10 years is $500 billion. …"

HEALTH REQUIREMENTS NOT APPLIED TO FAMILY MEMBERS

"Family members of H-2C visa holder need not be healthy. Under current law, aliens must prove that they are admissible and meet certain health standards. Many times, visa applicants must have a medical exam to show that they do not have a communicable disease. They have to be up-to-date on immunizations, and cannot have mental disorders. Spouses and children of H-2C visa holders, however, are not required to have a medical exam before receiving a visa. …"

"BLUE CARD" ALIENS GRANTED MORE RIGHTS THAN U.S. CITIZENS

"The work requirement for a blue card can be satisfied in a matter of hours. Under the AgJOBS component of the substitute, illegal alien agricultural workers who have worked 150 ‘workdays’ in agriculture over the last 2 years will receive a ‘blue card,’ allowing them to live and work permanently in the U.S. However, because current law defines an agricultural ‘workday’ as 1 hour of work per day — the bill language restates that definition on page 397 — an alien who has worked for as little as 150 hours — there are 168 hours in a week — in agriculture over the last 2 years will qualify for a blue card.

"Blue card aliens can only be fired for just cause, unlike an American citizen worker who is likely under an employment at will agreement with the agricultural employer. …"

THOUSANDS MORE LEGAL SERVICES LAWYERS WOULD BE FUNDED TO AID ILLEGALS

"Because blue card aliens are not limited to working in agriculture, this employment requirement will follow the alien at their second and third jobs as well. The bill goes as far as setting up an arbitration process for blue card aliens who allege they have been terminated without just cause. Furthermore, the bill requires the Secretary of Homeland Security to pay the fee and expenses of the arbitrator. American citizens do not have a right to this arbitration process, why are we setting up an arbitration process for blue card aliens paid for by the American taxpayer.

"Regarding free legal counsel, the AgJOBS amendment goes further than paying for arbitrators, it also provides free legal counsel to illegal aliens who want to receive this amnesty. The AgJOBS amendment specifically states that recipients of ‘funds under the Legal Services Corporation Act’ shall not be prevented ‘from providing legal assistance directly related to an application for adjustment of status under this section.’ Interestingly, page 414 of the bill requires the alien to have an attorney file the application for him. Not only will AgJOBS give amnesty to 1.5 million illegal aliens, it would have the American taxpayer pay the legal bills of those illegal aliens. This is unbelievable and unacceptable. We should not be rewarding illegal aliens who break our laws with free legal counsel and a direct path to citizenship. …"

LOWER COLLEGE TUITION FOR ILLEGALS THAN FOR AMERICAN CITIZENS

"Regarding in-State tuition for illegal aliens, current law provides that: [A]n alien who is not lawfully present in the United States shall not be eligible on the basis of residence within a State (or a political subdivision) for any postsecondary education benefit unless a citizen or national of the United States is eligible for such a benefit (in no less an amount, duration, and scope) without regard to whether the citizen or national is such a resident.

"The DREAM Act would eliminate this provision and allow illegal alien college and university students to be eligible for in-state tuition without affording out-of-state citizen students the same opportunity. Thus, the University of Alabama could offer in-state tuition to illegal alien students while requiring citizens residing in Mississippi to pay the much higher out-of-state tuition rates.

"Allowing all illegal aliens enrolled in college to receive in-state tuition rates means that while American citizens from 49 other states have to pay out-of-state tuition rates to send their kids to [*S5032] UVA, people who have illegally immigrated to this country might not. Out-of-state tuition rates range from 2 to 3 ½ times the in-state resident tuition rate. …"

BACK TAXES CAN BE EVADED

"[T]he plain language of the bill doesn’t require them to pay all their back taxes at all. They get an option to pick and choose which 3 years they want to pay their taxes. Presumably, they can forget and not pay the taxes for the high years. How silly is that? …"

AMNESTY FOR EMPLOYERS WHO VIOLATE THE LAW

"How about the employers? They get tax amnesty. Employers of aliens applying for adjustment of status — amnesty — ‘shall not be subject to civil and criminal tax liability relating directly to the employment of such an alien.’ That means a business that hired illegal workers does not have to pay the taxes they should have paid. Why? This encourages employers to violate our tax laws and not pay what they owe the Federal Government. They are excusing these employers and giving them amnesty from not withholding taxes. That is a very bad thing. Every American business knows they have to pay their withholding taxes."

ILLEGALS TO BE PROTECTED – EVEN WITHOUT AMNESTY

"What about illegal alien protection? The alien and their families who file applications for amnesty ‘shall not be detained, determined inadmissible, deported, or removed until their applications are finally adjudicated, unless they commit a future act that renders them ineligible with amnesty.’ With tens of millions of applications, this amnesty, this provision essentially guarantees an illegal alien years of protection in the United States, even if they do not qualify for the amnesty." RADICAL LEFTISTS – SOME TAX SUBSIDIZED – ORGANIZE PRO-ILLEGALS DEMONSTRATIONS

Hundreds of thousands of people have marched in opposition to restrictions on illegal immigration.

Who’s checking them out?

In fact, many of the march organizers represent organizations funded with our tax dollars, including Legal Services lawyers, the Mexican-American Legal Defense and Education Foundation, La Raza Unida, and many, many others.

Some of the groups involved in organizing the demonstrations are hard-core Marxist-Leninist entities.

As reported in The Washington Times (4/11/06), "One of the key organizers of the immigration protests and rallies nationwide including yesterday’s in Washington, is a group whose leaders are tied to the Workers World Party, a Marxist organization that has expressed support for dictators Kim Jong-il of North Korea and Saddam Hussein of Iraq.

"Act Now to Stop War and End Racism (ANSWER) Coalition, which also has proposed a nationwide boycott on May 1 to protest congressional efforts at immigration reform and border security, is an offshoot of the International Action Coalition, an anti-capitalism group founded by former Attorney General Ramsey Clark.

"In a press release celebrating a March 25 rally in Los Angeles against immigration-law enforcement that drew 500,000 people, ANSWER said it helped organize ‘a major contingent in the march’ and provided logistical support. The march was co-chaired by Juan Jose Gutierrez, director of Latino Movement USA, who also is a member of ANSWER’s Los Angeles steering committee. …

"Founded three days after the September 11, 2001, terrorist attacks on the United States, the organization describes itself as a ‘coalition of hundreds of organizations and prominent individuals and scores of organizing centers in cities and towns across the country’ that have campaigned against ‘U.S. intervention in Latin America, the Caribbean, the Middle East and Asia…and for civil rights and for social and economic justice for working and poor people inside the United States.’

"ANSWER also organized the first national anti-war rally after the September 11 attacks, a demonstration that brought 25,000 people to Washington and 15,000 to San Francisco on Sept. 29, 2001.

"The Workers World Party, a communist organization in the United States founded in 1959, describes itself as a party that has, since its founding, ‘supported the struggles of all oppressed peoples’ and opposes "all forms of racism and religious bigotry.’ In addition to sponsoring or directing numerous popular-front groups, it was instrumental in founding ANSWER through the International Action Coalition.

"Its March 25 rally in Los Angeles and its planned ‘Great American Boycott of 2006" on May 1 are part of a series of large-scale events [that the] coalition hopes will sway lawmakers to put millions of illegal aliens in the United States on track toward permanent residency and U.S. citizenship."

BUSH WOULD ADD 14 MILLION ILLEGAL ALIENS TO VOTING AND WELFARE ROLLS

"If George Bush’s amnesty for between 8 million and 14 million illegal aliens is enacted, you can kiss the old America goodbye.

"Consider what the president is saying with his amnesty. He is telling us that he cannot or will not do his constitutional duty to defend the states from invasion. He is saying that he simply cannot or will not protect our borders or enforce our immigration laws. He is saying he will no longer send illegal aliens back."

PAT BUCHANAN ASKS: IS IMPEACHMENT WARRANTED?

"Not long ago, this would have produced calls for impeachment and cries that, ‘If Bush won’t enforce our laws, let’s elect a president who will.’

"By offering amnesty and residency to millions who broke in line, broke our laws, and broke into our country, Bush is not only rewarding wholesale criminality, he proposes to legalize it. …"

U.S. WORKERS FORCED TO CHOOSE LOW PAYING JOBS OR UNEMPLOYMENT

"As there must be billions of people willing to come and work for a fraction of our minimum wage – and exploit our social safety net – the number who could come under the Bush guest worker program is almost infinite.

"Imagine a car wash that employs 40 African-American, Latino, and white working-class folks at $8.00 an hour each. A new car wash down the street opens up, offering 40 new jobs at $5.15 an hour. No Americans apply. Under Bush’s proposal, that employer would be free to go to Asia, Africa, and Latin America, round up workers and bring them in.

"The new car wash with its foreign workers then drives the old car wash with its American workers out of business. Taxpayers are then forced to subsidize the newly unemployed – and pay for the medical care, food stamps, rent supplements, welfare, and schooling of all the new immigrants and their families, provide legal services when they get in trouble, and pay for more cops to police their neighborhoods.

"And every child born of a guest worker would, under our 14th Amendment, become an American citizen, automatically entitled to all the benefits of citizenship. …"

TED KENNEDY PRAISES BUSH FOR ILLEGAL ALIEN PROPOSAL

" ‘In announcing his proposal, President Bush recognized America’s proud tradition of welcoming immigrants,’ said Sen. Edward M. Kennedy of Massachusetts, the subcommittee’s ranking Democrat. ‘He acknowledged the essential role that immigrants have had and continue to have in our nation’s life.’ …

"Labor Department Deputy Secretary Steven Law said the Bush proposal would ‘bring undocumented workers out of the shadows into the mainstream economy, allowing them to more easily establish credit, invest and purchase items like appliances, homes and automobiles.’"

LAWBREAKERS TO BE REWARDED

"Critics, including the Federation for American [I]mmigration [R]eform, which supports limited immigration, say passage of the Bush proposal will reward lawbreakers by allowing foreign nationals who illegally entered the United States to remain without penalty. They add that it will encourage future illegal immigration. …

"Last month, Mr. Bush proposed, as a set of principles and not specific legislation, a broad temporary-worker program that would allow millions of illegal aliens now in the United States to remain during renewable three-year periods without penalty and, eventually, to apply for permanent legal residence."

EASY COME, EASY GO

"Illegal aliens who could prove they were employed in this country on Jan. 7, the day the program was announced, could stay, even returning to their home countries and then coming back to their U.S. jobs.

"The White House painstakingly has denied that the program offers ‘blanket amnesty,’ even though the aliens who gained entry to the United States illegally to obtain jobs – often with phony identification documents – will face no penalties." GWB SHOULD ENFORCE EXISTING IMMIGRATION LAW

"The White House yesterday said a new immigration review is under way that could lead to amnesty for millions of illegal aliens living and working in the United States.

"Confirmation of the review came during a White House briefing, just two days after Homeland Security Secretary Tom Ridge said during a town hall meeting in Miami that the government had to ‘afford some kind of legal status’ to the 8 million to 12 million illegal aliens in the country. …

"Rep. Tom Tancredo, Colorado Republican and chairman of the Congressional Immigration Reform Caucus, said Mr. Ridge should resign if he is unable or unwilling to enforce existing immigration laws. He said the secretary’s comments would ‘open a floodgate’ of illegal aliens ‘trying to sneak into the United States in order to be first in line for amnesty.’

"Dan Stein, executive director of the Federation of American Immigration Reform (FAIR), questioned what security interests of the United States were being served ‘by granting legal status to people whose identities cannot be confirmed and who already have shown an unwillingness to observe U.S. law?

" ‘The law has to be respected before you grandfather in the very people who disrespected it,’ he said."

AMNESTY FOR ILLEGALS WAS TRIED UNDER REAGAN

"Congress approved an amnesty program in 1986, granting legal status to 2.7 million illegal aliens then in the country. The program contained increased enforcement and penalty policies aimed at ending illegal immigration, although the illegal alien population in the United States today is more than twice the total in 1986. …

TOM TANCREDO SAYS BEST IMMIGRATION POLICY IS TO ENFORCE THE LAW

"Shock and awe – that’s how critics have reacted to Homeland Security Secretary Tom Ridge’s proposal to offer citizenship to more than eight million illegal aliens.

"Congressman Tom Tancredo says he is very discouraged by the suggestion that some kind of legal status needs to be conferred on those who are in the U.S. illegally. The Colorado Republican, who is chairman of the House Immigration Reform Caucus, confesses he is not happy with Ridge’s comments, made during a recent town hall meeting in Miami. …

" ‘I’m so discouraged that the Secretary of Homeland Security said this country has to develop an immigration policy and then try to enforce it,’ the congressman says. ‘Well, you know what? We have one, Mr. Secretary. It’s against the law to come into this country without our permission. If you do, you’re supposed to be deported.’

"Tancredo has his own suggestion for the Security Secretary. ‘If he doesn’t like the law, he should come to Congress, to the President, and ask to have it be changed. But he cannot pick and choose what laws he wants to enforce and which ones he does not.’ " Source: Chad Groening and Bill Fancher, American Family Association, 12/17/03

BUSH LETS FOX SET GROUND RULES FOR U.S. CHICKENKOOP

"President Bush acceded to the demands of Mexican President Vicente Fox and halted plans to fingerprint and photograph all migrants entering the United States across the southern border.

"During a news conference held after a morning meeting between the two men yesterday, Mr. Fox expressed his appreciation to Mr. Bush for scaling back the scope of the US-VISIT program, exempting Mexicans who hold so-called ‘laser visas’ from going through the additional security check. …

"Laser visas include a digital photograph and biometric identifiers, such as fingerprints, for each cardholder. Mexican nationals coming into the United States began carrying them in October 2002.

"Mr. Bush said his decision to drop the fingerprint-and-photograph requirement for visa-holding Mexicans is ‘very reasonable,’ and was happy for the ‘progress’ the two countries are making on immigration matters."

MEXICO’S COUNTERFEIT ID CARDS THWART U.S. COUNTER-TERRORIST MEASURES

"The Mexican government, despite concerns by U.S. law-enforcement authorities and immigration officials, is handing out thousands of identity cards to Mexican nationals in this country, including those here illegally.

"The ‘matricular consular cards’ cost about $25, are good for five years and can be obtained from a Mexican consular office with a birth certificate and a photo identification issued in either Mexico or the United States."

EACH IDENTITY CARD IS A "LICENSE TO STEAL" FROM U.S. TAXPAYERS

"The cards have been used by Mexican nationals to obtain social services, establish bank accounts, open utility accounts and obtain building permits. They also have been used as legal identification for those who have been detained by state, local and federal law-enforcement authorities."

MEXICAN ID’s ARE VIRTUAL PROOF OF ILLEGAL ENTRY

" ‘The most important thing to understand about these Mexican matriculas is that they are almost absolute proof that the bearer is an illegal alien,’ said Dan Stein, executive director of the Washington-based Federation for American Immigration Reform."

LEGAL IMMIGRANTS AND TOURISTS DON’T NEED PHONY PASS FROM VICENTE FOX

" ‘Legal immigrants can get valid U.S. documents, like state-issued driver’s licenses, while visitors can prove their identity with a passport and a valid visa. The only people who would need these consular-issued IDs are illegal aliens,’ Mr. Stein said."

BUSH ADMINISTRATION COLLABORATES BY ACCEPTING PHONY ID’s AS VALID

"Aside from tacitly recognizing the presence of people who are violating the law, Mr. Stein said the U.S. government – in allowing the cards to be used as identification – has placed critical national security matters in the hands of the foreign governments that issue the cards."

POLITICAL PANDERING OVERRIDES NATIONAL SECURITY

" ‘We know that corruption is prevalent in the Mexican government, and yet we are relying on a chain of faceless Mexican bureaucrats to vouch for the identities of millions of people, about whom the only thing we know for certain is that they’ve broken our immigration laws,’ he said.

" ‘Clearly, our policy-makers are still more serious about maintaining a flow of cheap labor for a handful of business interests or currying favor with a few self-appointed ethnic spokespeople, than they are about controlling illegal immigration or addressing national security,’ he said." U.S. SOCIAL SECURITY FOR MEXICANS COULD COST $345 BILLION

" ‘U.S. Social Security May Reach to Mexico,’ blared a Washington Post headline last month: A U.S.-Mexico agreement would send hundreds of millions of dollars in Social Security benefits annually to roughly 37,000 Mexican workers. But this and other news reports actually dramatically underestimated the true scope of the accord. If top officials at the State Department and the Social Security Administration have their way, up to $345 billion could be siphoned from the Social Security ‘trust fund’ over the next two decades – mostly to people who worked in the U.S. illegally."

INCLUSION OF 7-11 MILLION ILLEGALS JEOPARDIZES SOCIAL SECURITY INCOME OF U.S. CITIZENS

"The media reports quoted a relatively low cost because the Mexico pact is supposedly modeled after deals the U.S. already has with 20 other countries…. But the Mexico accord is different in one key respect: It makes illegals from Mexico eligible for Social Security benefits, which will make the cost skyrocket.

"Today, people who worked in the U.S. illegally can receive Social Security benefits for that period only if they become citizens or permanent legal residents. The new agreement would lift this requirement for Mexican illegals. …

"There are between 7 and 11 million illegals in the U.S. – about half of whom are from Mexico. Allowing them to receive Social Security benefits would dramatically inflate the number of new beneficiaries, and cause the Social Security trust fund to hemorrhage hundreds of billions of dollars. …"

DISABILITY BENEFITS WILL ALSO COST BILLIONS

"One of the biggest areas of fraud is disability benefits. If someone works, on average, six months per year, he can – upon becoming disabled – qualify for benefits equal to up to two-thirds or more of his average salary. Law firms and others out to make a quick buck place ads, particularly in towns near the Mexican border, urging people to seek Social Security disability benefits. Along I-10 in El Paso, drivers can spot both English- and Spanish-language billboards promising to help the ‘disabled’; for people who heed the call of those billboards, the payout can be generous. …"

ONE ILLEGAL COULD COST U.S. TAXPAYERS ONE-HALF MILLION BUCKS

"If a 24-year-old Mexican national who has worked illegally in the U.S. for three years is able to present documents from a friendly doctor and either a W-2 or pay stubs that indicate $12,000 in annual earnings, he will be eligible for the following: nearly $8,000 per year in disability income (adjusted for inflation), until age 65, at which point he would receive the same amount as retirement pay. (If he manages to get an under-the-table job in the U.S. or Mexico, he will be able to double-dip for a second income stream.) If he is survived by his wife or dependents, his family would be able to receive up to almost $12,000 annually. If he dies at 60, and his widow lives to 85, U.S. taxpayers will be on the hook for nearly a half-million dollars. That’s for one worker brought into Social Security by the pact." ILLEGAL ALIENS, HAVING BROKEN LAWS OF ENTRY, MAY BREAK OTHERS EVEN MORE SERIOUS

"It’s every mother’s worst nightmare: A 9-year-old girl, dragged from her San Jose, Calif., home in broad daylight, is kidnapped and raped over three days before being released by her attacker.

"The story made headline news all week. Now, here is the story behind the story that the liberal media has failed to tell.

"The man arrested and charged with nine felony counts related to the terrifying abduction and sexual assault is an illegal alien. As of this writing, not a single newspaper covering the story has bothered to report on the accused attacker’s immigration history. The San Jose Police Department confirmed his illegal status to me in a phone call on Thursday morning. He was arraigned under the name ‘Enrique Sosa Alvarez,’ but a fingerprint check identified him as ‘David Montiel Cruz.’ As ‘Cruz,’ this man was previously convicted of auto theft. Both ‘Alvarez’ and ‘Cruz’ may be aliases. Police spokeswoman Katherine Unger told me: ‘We just don’t know.’ "

CRIME UNPUNISHED IS COMPOUNDED – WITH TRAGIC RESULTS

"Ms. Unger said the department is still not clear on his country of birth. Some neighbors say he was Guatemalan; others report that he often wore a cap bearing the Mexican flag. …

"Time and again, out protectors have failed to screen out criminal menaces whose primary goal is not to seek a better life in America, but to make life miserable for everybody else.

"A 9-year-old girl may have been brutally raped, scarred forever, partly because of the federal government’s failure to enforce its borders. According to neighbors’ accounts, ‘Alvarez’ was a violent thug who beat his girlfriend, harassed his community and held no job.

"Without solid verification of ‘Alvarez’s’ identity, it’s impossible to know whether he had a history of child abduction or child molestation in his native country. We also don’t know whether immigration officials are responsible for letting ‘Cruz/Alvarez’ loose in violation of federal law after his auto theft conviction. Criminal aliens are supposed to be taken immediately into federal immigration custody after serving their sentences. But as the Justice Department’s inspector general reported, the Immigration and Naturalization Service’s failure to track foreign-born inmates led to the release of 35,318 criminal aliens into the general population in 2000 – roughly one-third of whom went on to commit serious crimes." BUSH MAY SPEND U.S. TAX DOLLARS TO PROVIDE SOCIAL SECURITY PAYMENTS TO MEXICANS LIVING IN MEXICO

"With Social Security facing projections of insolvency, an Administration plan would hasten that crisis by sending hundreds of millions of dollars in Social Security payments to Mexican citizens living in Mexico – including those who have worked illegally in the United States."

ILLEGAL ALIENS WOULD BENEFIT

"Under current law, people who worked illegally in the U.S. can only become eligible for Social Security benefits by becoming citizens or legal permanent residents. But officials at the State Department and Social Security Administration (SSA) are preparing a scheme that would pay benefits to illegal aliens who have returned to Mexico."

DIFFERENT THAN 20 OTHER BILATERAL DEALS

"The agreement would be part of a series of executive agreements designed to ensure that people from one country working in another have their Social Security taxes paid into the home country’s social security systems. The U.S. has 20 such treaties with other [countries], but this one would be dramatically different – not only in sheer numbers of people affected, but also because it would be the first to make illegal aliens eligible for Social Security benefits for their illegal employment."

$ BILLION PER YEAR PRICETAG IS A COSTLY WAY TO BUY VOTES

"The annual cost to the U.S. of the 20 existing accords is about $183 million; the agreement with Mexico is expected to cost Social Security between $720 million and $1 billion each year, and possibly much more."

WORK IN MEXICO COUNTS TOWARD ELIGIBILITY TO TAP U.S. "SOCIAL SECURITY TRUST FUND" – FRAUD IS NOT A DISQUALIFICATION

"Mexican citizens who did not work in the U.S. long enough to qualify for benefits also would be able to receive a monthly check from the U.S. government, because the plan would allow applicants to add in the number of years worked in Mexico. Mexican officials also are reportedly pushing to make U.S. Social Security benefits available to Mexicans who used false Social Security numbers while working in the U.S.

"An internal SSA memo says that the agreement could be in effect as early as October of this year. …"

TCC URGES YOU TO TAKE ACTION

"Contact your congressional representatives [call 202-224-3121] and demand that action be taken to stop this agreement. Urge them to actively support the No Social Security for Illegal Immigrants Act of 2003 (H.R. 1631), introduced by Rep. Dana Rohrabacher (R-CA), which would bar illegal aliens from being eligible for Social Security benefits." Source: FAIR Immigration Report, May 2003, pp. 1, 2

MEXICAN IDs ARE TICKETS OF ADMISSION TO THE U.S. WELFARE STATE

"The Treasury Department said yesterday that it will leave in place rules that allow financial institutions to accept Mexican identification cards, called Matricula Consular, which often are used by undocumented immigrants to open bank accounts.

"The decision, which extends to all foreign-issued identification, is considered a victory for immigration and Hispanic groups that have protested efforts to prohibit use of the identification cards. Financial institutions, too, had opposed any change in the rule.

"The federal government and other critics say the cards could be interpreted as de facto amnesty for illegal aliens.

"The cards, moreover, can be counterfeited easily and pose a risk to homeland security, opponents note. …

"The cards are issued by Mexico’s consulates to its citizens living abroad and show the date of birth, a current photograph and the address of the card holder. Many of the cards have been issued to Mexicans in the United States, including those here illegally.

"Card holders have used them to open bank accounts, turn on utilities, check out library books, get driver’s licenses or other basic services in some communities and states." Source: Associated Press, The Washington Times, 9/19/03, p. A3
