The Conservative Caucus and its members across the United States of America fully support the leadership of Congressman Bob Barr of Georgia concerning the necessity of the Republican leadership in the House of Representatives agreeing to proceed expeditiously with the impeachment of President Clinton.
Responsibility for impeachment does not lie with Independent Counsel Ken Starr, nor with the nation's opinion pollsters, nor with the talking heads on radio and television.
It is the duty of the U.S. House of Representatives to proceed with articles of impeachment, on grounds of "treason, bribery, high crimes and misdemeanors".
There has been for some time evidence available sufficient to warrant impeachment on each of these grounds.
Republican leaders by now should be able to decipher the meaning of the November 3rd election results where the GOP not only failed to make expected gains in the House and Senate, but actually lost ground.
That lesson is clear. The politics of "consensus, compromise, conciliation, and cooperation" may win brownie points with the Washington Establishment, but it alienates millions of Americans who love their country and expect those whom they elect to do their duty, faithful to the Constitution of the United States.
The politics of retreat, defeat, sellout, and surrender is never pretty, but, as November 3rd made clear, it is also politically costly.
The Republican leadership has stalled on impeachment during its entire four year tenure, treating Mr. Clinton's misconduct as a political, rather than a Constitutional issue.
Conservative activists don't control the front pages of America's newspapers or determine their editorial content. We are not in a position to decide what will be treated as important on the evening news. But grass-roots conservatives do have an opportunity to make their priorities clear every two years on Election Day.
Congressman Barr has proposed that candidates for GOP House leadership positions declare, prior to election, whether they will act unequivocally to bring about Mr. Clinton's impeachment or whether they will simply "make the trains run on time" as members of a club which has already surrendered a large measure of the respect which it previously enjoyed.
We join Mr. Barr in asking that each GOP leadership contender make known now where he or she stands on this historically crucial issue.
