However, KEEP UP THE PRESSURE and keep contacting
Congress. Never underestimate White House and Congressional
tricks to pass legislation they know Americans strongly
oppose--Congress could be called into a special session by the
President after the election to pass an amnesty bill, or a
"compromise" could be reached at any time which allows
partial amnesty and partial border security. Congressmen
facing election pressures can fall victim to White House threats to
withhold campaign funds unless they vote for amnesty, for example,
so at any time, the House could still vote to approve an amnesty
bill.

NO WALL TO PROTECT AMERICA FROM BUSH’S NAFTA SUPER-HIGHWAY
“The Texas segment of the NAFTA Super Corridor is moving rapidly
toward approval. When built, the Trans-Texas Corridor, or TTC, will be a
major super-highway with six lanes moving in each direction, twelve
lanes across in total, described in the 4,000 page draft environmental
study as including separate lanes ‘for passenger vehicles and large
trucks, freight railways, high-speed commuter railways, and a corridor
for utilities including water lines, oil and natural gas pipelines, and
transmission lines for electricity, broadband and other
telecommunications services.’ …
“The idea is to extend the rebuilt I-35 NAFTA super-corridor
highway all the way from Laredo, Texas, to Canada, with extensions
in Canada to be built out to Montreal in the east and Vancouver in the
west. In Mexico, the super-corridor will connect via Mexican railroads
with the port at Lazaro Cardenas.”
A BIG BOOST FOR CHICOM IMPORTS

infrastructure improvements and new technologies, this corridor is a

FOREIGN CHEAP LABOR PRODUCTS FOR
U.S. CONSUMPTION
“The NAFTA Super Corridor plan is ultimately to reduce the
transportation costs of using cheap labor in China, South Korea and
Indonesia to produce goods for American markets. Bypassing West
Coast ports in the U.S. means bypassing U.S. union wages. Mexican port
and rail transport are expected to keep the shipping costs low. Also,
allowing free access to the U.S. [by] Mexican trucks means that the
containers can be moved through the U.S. by Mexican nationals, again
bypassing Teamster union wages and benefits typically paid U.S. truck
drivers.”
PANAMA CANAL CIRCUMVENTED
“To get a feel for how transportation planners are influenced by
globalist economic thinking, consider this 2005 analysis written by
Leonard Krouner in the Voice of San Diego: The Los
Angeles/Long Beach and Seattle/Tacoma harbors are the only two West
Coast ports between Alaska and Chile that can be used by super-cargo ‘post-Panamax’
ships with a 4,000 standardized cargo container capacity. The ability to
off-load, move, unload, store and distribute cargo from these ships
requires expansion of California’s transportation infrastructure.
Delays increasing costs for cargo movement at the Los Angeles/Long Beach
port such as those extant during the 2003 longshoreman labor unrest, and
the 2004 arrival of too many ships in a single time period with cargo
for distribution prior to the Christmas holidays are motivating mega
importers Wal-Mart and Home Depot to invest in warehouse facilities in
less expensive states such as Georgia.”
NORTH AMERICAN UNION OF
U.S.-MEXICO-CANADA BYPASSES CONGRESS AND THE CONSTITUTION
“None of this would be possible without the extensive work being
done by the U.S. Department of Commerce working groups charged with
implementing by new regulations the Strategic and Prosperity Partnership
of North America, or SPP. The SPP agreement was reached between
President Bush, President Vicente Fox and Canadian Prime Minister Paul
Martin during their March 2005 summit meeting in Waco, Texas. The
Bush administration plan is to create a North American Union along the
model of the European Union, put in place by administrative regulations
and departmental working groups under the SPP umbrella.”

speed-bump for authorized Mexican trucks entering the country.”
SCOTUS AIDED BUSH’S NAFTA SCHEME
“On June7, 2004, the U.S. Supreme Court in the case Department
of Transportation v. Public Citizen ruled in favor of the Bush
administration’s argument that the Federal Motor Carrier Safety
Administration lacked the authority to exercise environmental controls
to prevent Mexican trucks from openly operating in the U.S. under NAFTA.
This ruling was key in the Bush administration’s determination to
open U.S. borders to Mexican trucks under the trade agreement. Had
the Supreme Court decided otherwise, the NAFTA Super Corridor project
would have suffered a setback.”
TRILATERALISM HAS AN ADDITIONAL
MEANING
“I continue to argue that a ‘follow the money’ strategy must
be utilized to understand why President Bush has refused to close our
border with Mexico, pushing instead for ‘comprehensive immigration
reform’ legislation that would allow the vast majority of illegal
immigrants now in the U.S. to remain under a ‘guest worker’ or ‘pathway
to citizenship’ provision. The underlying agenda of the Bush
administration seems to be to create a NAFTA-plus environment in which
workers, trade and capital will be allowed to flow unimpeded within the
trilateral North American community consisting of the United States,

NASCO FUNDED WITH YOUR TAXES
“NASCO, the North America SuperCorridor [sic] Coalition Inc., a ‘non-profit
organization dedicated to developing the world’s first international,
integrated and secure, multi-modal transportation system along the
International Mid-Continent Trade and Transportation Corridor to improve
both the trade competitiveness and quality of life in North America.’
Where does that sentence say anything about the USA? Still, NASCO has
received $2.5 million in earmarks from the U.S. Department of
Transportation to plan the NAFTA Super Highway as a 10-lane
limited-access road (five lanes in each direction) plus passenger and
freight rail lines running alongside pipelines laid for oil and natural
gas. One glance at the map of the NAFTA Super Highway on the front page
of the NASCO website will make clear that the design is to connect
Mexico, Canada, and the U.S. into one transportation system.”
ENVIRONMENTAL IMPACT CONSIDERED -
NOT CONSTITUTIONAL IMPACT
“The Texas Department of Transportation (TxDOT) is overseeing the
Trans-Texas Corridor (TTC) as the first leg of the NAFTA Super Highway.
A 4,000-page environmental impact statement has already been completed
and public hearings are scheduled for five weeks, beginning next month,
in July 2006. The billions involved will be provided by a foreign
company, Cintra Concessions de Infraestructuras de Transporte, S.A. of
Spain. As a consequence, the TTC will be privately operated, leased to
the Cintra consortium to be operated as a toll-road.”
WHY IS THIS SCHEME TO END U.S. AS
WE KNOW IT NOT DEBATED IN CONGRESS?
“The details of the NAFTA Super Highway are hidden in [plain] view.
Still, Bush has not given speeches to bring the NAFTA Super Highway
plans to the full attention of the American public. Missing in the move
toward creating a North American Union is the robust public debate that
preceded the decision to form the European Union. All this may be for
calculated political reasons on the part of the Bush Administration.

may be that the administration is trying to create express lanes for

AMNESTY BY ANOTHER NAME
"Abraham Lincoln liked to place this
hypothetical before audiences: if you call a dog’s tail a leg, how
many legs does a dog have. ‘Five,’ his listeners would
invariably respond. No. Calling a dog’s tail a leg doesn’t make
it so, Lincoln would retort. A dog has four legs. President 43 would
be wise to brush up on President 16. No matter how many times
President Bush says his amnesty program isn’t amnesty, it’s
still amnesty. Rewarding lawbreakers with citizenship is actually
worse than amnesty. Not only does it absolve the criminal of the
crime, but it awards a bonus – citizenship – to the criminal
that he would not have received had he obeyed the law and waited in

GWB HAS IGNORED BORDER PATROL LAW
"In February 2005, the president signed into
law a bill that was supposed to add 10,000 new border patrol agents
along America’s border with Mexico. But the president’s 2006
budget funded only 210 new agents. Budget restraints were cited for
the drastic cutback. Now he asks Congress for money to hire 9,000 to
12,000 new agents. He would also deploy National Guard troops to
‘back up’ the border patrol."
BUSH PUTS "MEXICO FIRST"
"Throughout his address, the president kept
referring to the immigrants and their rights and desires. What about
those of us born in America, or who legally immigrated? Don’t
we have a right to preserve the nation the way it was handed down to
us, with our English language, our culture and our loyalty to this
country?"
DOES IT MAKE SENSE TO IMPORT 193 MILLION MORE
IMMIGRANTS?
"There is more to the immigration issue than
the president revealed in his speech. The Senate Immigration Reform
Bill, now under consideration by the Senate, runs to 614 pages. With
a document that long, there is bound to be some hidden mischief.
Robert Rector, senior research fellow in domestic policy studies at
the Heritage Foundation, says the bill would allow up to 193
million new legal immigrants in the next 20 years. Such a staggering
number comprises 60 percent of the current U.S. population. Is
our economy so strong and our national identity so weak we could
absorb so many immigrants in so short a time, or at any time? …"
WHY MAKE IMMIGRATION AN ENTITLEMENT FOR
FOREIGNERS?
"This isn’t about ‘fairness,’ or being a
‘welcoming society.’ If anything close to the current Senate
bill passes, we will be a different nation. Sen. Jeff Sessions,
Alabama Republican says the Senate bill would make immigration to
the United States an ‘entitlement.’ Mr. Sessions told The
Washington Times, ‘The decision as to who may come will almost
totally be controlled by the desire of the individuals who wish to
immigrate to the United States rather than the United States
government.’ …"
SWITZERLAND SHOWS WISDOM
"I prefer how the Swiss government handles
immigration and citizenship to the virtual open-door policy
advocated by the president and the Senate bill. The Swiss appreciate
tourists and businesspeople, but if one wishes to become a Swiss
citizen, the government makes it difficult. The Swiss want to
preserve their culture. There is no ‘right’ to be a Swiss
citizen. Being born in Switzerland doesn’t automatically make one
Swiss. The government regulates the right of citizenship through
descent.
"People who wish to be naturalized in
Switzerland must live at least 21 years in the country; submit to
complete integration into Swiss life, which includes familiarity
with Swiss habits, customs and traditions; comply with the Swiss
rule of law; and demonstrate they are no danger to Switzerland’s

REAGAN WAS WRONG – BUT HE TOLD THE TRUTH
"Perhaps I can shed some light. Two decades
ago, while serving as attorney general under President Ronald
Reagan, I was in the thick of things as Congress debated the
Immigration Reform and Control Act of 1986. The situation today
bears uncanny similarities to what we went through then.
"In the mid-80’s, many members of Congress
– pushed by the Democratic majority in the House and the Select
Commission on Immigration and Refugee Policy – advocated amnesty
for long-settled illegal immigrants. President Reagan considered it
reasonable to adjust the status of what was then a relatively small
population, and I supported his decision.
"In exchange for allowing aliens to stay, he
decided, border security and enforcement of immigration laws would
be greatly strengthened – in particular, through sanctions against
employers who hired illegal immigrants. If jobs were the attraction
for illegal immigrants, then cutting off that option was crucial.
"Beyond this, most illegal immigrants who could
establish that they had resided in America continuously for five
years would be granted temporary resident status, which could be
upgraded to permanent residency after 18 months and, after another
five years, to citizenship."
SIMPSON-MAZZOLI COMMITMENTS WERE NOT KEPT
"Note that this path to citizenship was not
automatic. Indeed, the legislation stipulated several conditions:
immigrants had to pay application fees, learn to speak English,
understand American civics, pass a medical exam and register for
military selective service. Those with convictions for a felony or
three misdemeanors were ineligible. Sound familiar? These are pretty
much the same provisions included in the new Senate proposal and
cited by its supporters as proof that they have eschewed amnesty in
favor of earned citizenship.
"The difference is that President Reagan
called this what it was: amnesty. Indeed, look up the term ‘amnesty’
in Black’s Law Dictionary, and you’ll find it says, ‘the 1986
Immigration Reform and Control Act provided amnesty for undocumented
aliens already in the country.’ "
KENNEDY-McCAIN BILL REPEATS FLAWS OF 1986 SCHEME
"Like the amnesty bill of 1986, the current
Senate proposal would place those who have resided illegally in the
United States on a path to citizenship, provided they meet a similar
set of conditions and pay a fine and back taxes. The illegal
immigrant does not go to the back of the line but gets immediate
legalized status, while law-abiding applicants wait in their home

language other than English, that need proves the person obtained

sought citizenship. So one reason for ending ballots in languages

measure was enacted in 1965, it said nothing about bilingual

HEALTH REQUIREMENTS NOT APPLIED TO FAMILY MEMBERS
"Family members of H-2C visa holder need not be
healthy. Under current law, aliens must prove that they are
admissible and meet certain health standards. Many times, visa
applicants must have a medical exam to show that they do not have a
communicable disease. They have to be up-to-date on immunizations,
and cannot have mental disorders. Spouses and children of H-2C visa
holders, however, are not required to have a medical exam before
receiving a visa. …"
"BLUE CARD" ALIENS GRANTED MORE RIGHTS

"The work requirement for a blue card can be
satisfied in a matter of hours. Under the AgJOBS component of the
substitute, illegal alien agricultural workers who have worked 150
‘workdays’ in agriculture over the last 2 years will receive a
‘blue card,’ allowing them to live and work permanently in the
U.S. However, because current law defines an agricultural ‘workday’
as 1 hour of work per day — the bill language restates that
definition on page 397 — an alien who has worked for as little as
150 hours — there are 168 hours in a week — in agriculture over
the last 2 years will qualify for a blue card.
"Blue card aliens can only be fired for just
cause, unlike an American citizen worker who is likely under an
employment at will agreement with the agricultural employer. …"
THOUSANDS MORE LEGAL SERVICES LAWYERS WOULD BE
FUNDED TO AID ILLEGALS
"Because blue card aliens are not limited to
working in agriculture, this employment requirement will follow the
alien at their second and third jobs as well. The bill goes as
far as setting up an arbitration process for blue card aliens who
allege they have been terminated without just cause. Furthermore,
the bill requires the Secretary of Homeland Security to pay the fee
and expenses of the arbitrator. American citizens do not have a
right to this arbitration process, why are we setting up an
arbitration process for blue card aliens paid for by the American
taxpayer.
"Regarding free legal counsel, the AgJOBS
amendment goes further than paying for arbitrators, it also provides
free legal counsel to illegal aliens who want to receive this
amnesty. The AgJOBS amendment specifically states that recipients
of ‘funds under the Legal Services Corporation Act’ shall not be
prevented ‘from providing legal assistance directly related to an
application for adjustment of status under this section.’
Interestingly, page 414 of the bill requires the alien to have an
attorney file the application for him. Not only will AgJOBS give
amnesty to 1.5 million illegal aliens, it would have the American
taxpayer pay the legal bills of those illegal aliens. This is
unbelievable and unacceptable. We should not be rewarding illegal
aliens who break our laws with free legal counsel and a direct path
to citizenship. …"
LOWER COLLEGE TUITION FOR ILLEGALS THAN FOR
AMERICAN CITIZENS
"Regarding in-State tuition for illegal aliens,
current law provides that: [A]n alien who is not lawfully present in
the United States shall not be eligible on the basis of residence
within a State (or a political subdivision) for any postsecondary
education benefit unless a citizen or national of the United States
is eligible for such a benefit (in no less an amount, duration, and
scope) without regard to whether the citizen or national is such a
resident.
"The DREAM Act would eliminate this
provision and allow illegal alien college and university students to
be eligible for in-state tuition without affording out-of-state
citizen students the same opportunity. Thus, the University of
Alabama could offer in-state tuition to illegal alien students while
requiring citizens residing in Mississippi to pay the much higher
out-of-state tuition rates.
"Allowing all illegal aliens enrolled in
college to receive in-state tuition rates means that while American
citizens from 49 other states have to pay out-of-state tuition rates
to send their kids to [*S5032] UVA, people who have illegally
immigrated to this country might not. Out-of-state tuition rates
range from 2 to 3 ½ times the in-state resident tuition rate.

BACK TAXES CAN BE EVADED
"[T]he plain language of the bill doesn’t
require them to pay all their back taxes at all. They get an option
to pick and choose which 3 years they want to pay their taxes.
Presumably, they can forget and not pay the taxes for the high
years. How silly is that? …"
AMNESTY FOR EMPLOYERS WHO VIOLATE THE LAW
"How about the employers? They get tax
amnesty. Employers of aliens applying for adjustment of status —
amnesty — ‘shall not be subject to civil and criminal tax
liability relating directly to the employment of such an alien.’
That means a business that hired illegal workers does not have to
pay the taxes they should have paid. Why? This encourages employers
to violate our tax laws and not pay what they owe the Federal
Government. They are excusing these employers and giving them
amnesty from not withholding taxes. That is a very bad thing. Every
American business knows they have to pay their withholding
taxes."
ILLEGALS TO BE PROTECTED – EVEN WITHOUT AMNESTY
"What about illegal alien protection? The alien
and their families who file applications for amnesty ‘shall not be
detained, determined inadmissible, deported, or removed until their

Legal Defense and Education Foundation, La Raza Unida, and many,
many others.
Some of the groups
involved in organizing the demonstrations are hard-core
Marxist-Leninist entities.
As reported in The
Washington Times (4/11/06), "One
of the key organizers of the immigration protests and rallies
nationwide including yesterday’s in Washington, is a group whose
leaders are tied to the Workers World Party, a Marxist organization
that has expressed support for dictators Kim Jong-il of North Korea
and Saddam Hussein of Iraq.
"Act Now to Stop
War and End Racism (ANSWER) Coalition, which also has proposed a
nationwide boycott on May 1 to protest congressional efforts at
immigration reform and border security, is an offshoot of the
International Action Coalition, an anti-capitalism group founded by
former Attorney General Ramsey Clark.
"In a press
release celebrating a March 25 rally in Los Angeles against
immigration-law enforcement that drew 500,000 people, ANSWER said it
helped organize ‘a major contingent in the march’ and provided
logistical support. The march was co-chaired by Juan Jose Gutierrez,
director of Latino Movement USA, who also is a member of ANSWER’s
Los Angeles steering committee. …
"Founded three
days after the September 11, 2001, terrorist attacks on the United
States, the organization describes itself as a ‘coalition of
hundreds of organizations and prominent individuals and scores of
organizing centers in cities and towns across the country’ that
have campaigned against ‘U.S. intervention in Latin America, the
Caribbean, the Middle East and Asia…and for civil rights and for
social and economic justice for working and poor people inside the

blared a Washington Post headline last month: A U.S.-Mexico
agreement would send hundreds of millions of dollars in Social
Security benefits annually to roughly 37,000 Mexican workers. But
this and other news reports actually dramatically underestimated the
true scope of the accord. If top officials at the State Department
and the Social Security Administration have their way, up to $345
billion could be siphoned from the Social Security ‘trust fund’
over the next two decades – mostly to people who worked in the
U.S. illegally."
INCLUSION OF 7-11 MILLION ILLEGALS JEOPARDIZES
SOCIAL SECURITY INCOME OF U.S. CITIZENS
"The media reports quoted a relatively low cost
because the Mexico pact is supposedly modeled after deals the U.S.
already has with 20 other countries…. But the Mexico accord is
different in one key respect: It makes illegals from Mexico
eligible for Social Security benefits, which will make the cost
skyrocket.
"Today, people who worked in the U.S. illegally
can receive Social Security benefits for that period only if they
become citizens or permanent legal residents. The new agreement
would lift this requirement for Mexican illegals. …
"There are between 7 and 11 million illegals
in the U.S. – about half of whom are from Mexico. Allowing them to
receive Social Security benefits would dramatically inflate the
number of new beneficiaries, and cause the Social Security trust
fund to hemorrhage hundreds of billions of dollars. …"
DISABILITY BENEFITS WILL ALSO COST BILLIONS
"One of the biggest areas of fraud is
disability benefits. If someone works, on average, six months per
year, he can – upon becoming disabled – qualify for benefits
equal to up to two-thirds or more of his average salary. Law
firms and others out to make a quick buck place ads, particularly in
towns near the Mexican border, urging people to seek Social Security
disability benefits. Along I-10 in El Paso, drivers can spot
both English- and Spanish-language billboards promising to help the
‘disabled’; for people who heed the call of those billboards,
the payout can be generous. …"
ONE ILLEGAL COULD COST U.S. TAXPAYERS ONE-HALF
MILLION BUCKS
"If a 24-year-old Mexican national who has
worked illegally in the U.S. for three years is able to present
documents from a friendly doctor and either a W-2 or pay stubs that
indicate $12,000 in annual earnings, he will be eligible for the
following: nearly $8,000 per year in disability income (adjusted for
inflation), until age 65, at which point he would receive the same
amount as retirement pay. (If he manages to get an
under-the-table job in the U.S. or Mexico, he will be able to
double-dip for a second income stream.) If he is survived by his
wife or dependents, his family would be able to receive up to almost
$12,000 annually. If he dies at 60, and his widow lives to 85, U.S.
taxpayers will be on the hook for nearly a half-million dollars.
That’s for one worker brought into Social Security by the

ILLEGAL ALIENS, HAVING BROKEN LAWS OF ENTRY, MAY BREAK OTHERS EVEN MORE SERIOUS
"It’s every mother’s worst nightmare: A
9-year-old girl, dragged from her San Jose, Calif., home in broad
daylight, is kidnapped and raped over three days before being
released by her attacker.
"The story made headline news all week. Now,
here is the story behind the story that the liberal media has failed
to tell.
"The man arrested and charged with nine felony
counts related to the terrifying abduction and sexual assault is an
illegal alien. As of this writing, not a single newspaper covering
the story has bothered to report on the accused attacker’s
immigration history. The San Jose Police Department confirmed his
illegal status to me in a phone call on Thursday morning. He was
arraigned under the name ‘Enrique Sosa Alvarez,’ but a
fingerprint check identified him as ‘David Montiel Cruz.’ As ‘Cruz,’
this man was previously convicted of auto theft. Both ‘Alvarez’
and ‘Cruz’ may be aliases. Police spokeswoman Katherine Unger
told me: ‘We just don’t know.’ "
CRIME UNPUNISHED IS COMPOUNDED – WITH TRAGIC
RESULTS
"Ms. Unger said the department is still not
clear on his country of birth. Some neighbors say he was Guatemalan;
others report that he often wore a cap bearing the Mexican flag. …
"Time and again, out protectors have failed
to screen out criminal menaces whose primary goal is not to seek a
better life in America, but to make life miserable for everybody
else.
"A 9-year-old girl may have been brutally
raped, scarred forever, partly because of the federal government’s
failure to enforce its borders. According to neighbors’
accounts, ‘Alvarez’ was a violent thug who beat his girlfriend,
harassed his community and held no job.
"Without solid verification of ‘Alvarez’s’
identity, it’s impossible to know whether he had a history of
child abduction or child molestation in his native country. We also
don’t know whether immigration officials are responsible for
letting ‘Cruz/Alvarez’ loose in violation of federal law after
his auto theft conviction. Criminal aliens are supposed to be taken
immediately into federal immigration custody after serving their
sentences. But as the Justice Department’s inspector general
reported, the Immigration and Naturalization Service’s failure to
track foreign-born inmates led to the release of 35,318 criminal
aliens into the general population in 2000 – roughly one-third of

BUSH MAY SPEND U.S. TAX DOLLARS TO PROVIDE SOCIAL SECURITY PAYMENTS TO MEXICANS LIVING IN
MEXICO
"With Social Security facing projections of
insolvency, an Administration plan would hasten that crisis by
sending hundreds of millions of dollars in Social Security payments
to Mexican citizens living in Mexico – including those who have
worked illegally in the United States."
ILLEGAL ALIENS WOULD BENEFIT
"Under current law, people who worked
illegally in the U.S. can only become eligible for Social Security
benefits by becoming citizens or legal permanent residents. But
officials at the State Department and Social Security Administration
(SSA) are preparing a scheme that would pay benefits to illegal
aliens who have returned to Mexico."
DIFFERENT THAN 20 OTHER BILATERAL DEALS
"The agreement would be part of a series of
executive agreements designed to ensure that people from one country
working in another have their Social Security taxes paid into the
home country’s social security systems. The U.S. has 20 such
treaties with other [countries], but this one would be
dramatically different – not only in sheer numbers of people
affected, but also because it would be the first to make illegal
aliens eligible for Social Security benefits for their illegal
employment."

"The annual cost to the U.S. of the 20 existing
accords is about $183 million; the agreement with Mexico is expected
to cost Social Security between $720 million and $1 billion each
year, and possibly much more."
WORK IN MEXICO COUNTS TOWARD ELIGIBILITY TO TAP U.S. "SOCIAL SECURITY TRUST FUND" –
FRAUD IS NOT A DISQUALIFICATION
"Mexican citizens who did not work in the U.S.
long enough to qualify for benefits also would be able to receive a
monthly check from the U.S. government, because the plan would allow
applicants to add in the number of years worked in Mexico. Mexican
officials also are reportedly pushing to make U.S. Social Security
benefits available to Mexicans who used false Social Security
numbers while working in the U.S. …
"An internal SSA memo says that the agreement
could be in effect as early as October of this year. …"

MEXICAN IDs ARE TICKETS OF ADMISSION TO THE U.S.
WELFARE STATE
"The Treasury Department said yesterday that it
will leave in place rules that allow financial institutions to
accept Mexican identification cards, called Matricula Consular,
which often are used by undocumented immigrants to open bank
accounts.
"The decision, which extends to all
foreign-issued identification, is considered a victory for
immigration and Hispanic groups that have protested efforts to
prohibit use of the identification cards. Financial institutions,
too, had opposed any change in the rule.
"The federal government and other critics say
the cards could be interpreted as de facto amnesty for illegal
aliens.
"The cards, moreover, can be counterfeited
easily and pose a risk to homeland security, opponents note. …
"The cards are issued by Mexico’s consulates
to its citizens living abroad and show the date of birth, a current
photograph and the address of the card holder. Many of the cards
have been issued to Mexicans in the United States, including those
here illegally.
"Card holders have used them to open bank
accounts, turn on utilities, check out library books, get driver’s
licenses or other basic services in some communities and
